Accountant Cost in Tbilisi: What Firms Charge Per Month

Updated

Tbilisi accounting firms that publish their fees start at EUR 25 a month for an individual entrepreneur plan and GEL 180 a month plus VAT for a Lite plan of up to 10 transactions. Below are the published entry prices side by side with their basis, what moves a quote up (transactions, turnover, VAT and staff), the one-off fees for catching up, and how to compare a price quoted plus VAT with one that includes tax.

What accountants in Tbilisi charge per month

Of the ten Tbilisi accounting firms we compared, five publish a price on their own websites. Among the other five, PB Services Georgia offers a free first consultation, with a reply promised within one hour.

The five published prices are not the same kind of number. AGIC’s online calculator gives an estimated monthly fee, excluding VAT, before any call, with the final fee agreed after a consultation. Jara Accounting’s GEL 200 is per tax filing service, not per month, and Register in Georgia’s price covers its individual entrepreneur plans only.

What moves the monthly fee up

Firms price on the size of your business and the work it creates. AGIC says its final fee depends on sector, VAT status, headcount and transaction volume. Tbilisi Expat prices on transaction count, and I&D Tax Consulting on yearly turnover.

Transactions per month

Tbilisi Expat runs monthly accounting in English, and each of its three plans steps up after 10, 30 and 60 transactions a month, with anything above 60 priced on quote. Lite is for individual entrepreneurs, freelancers and simple LLCs that are not VAT registered. Business covers LLCs, including Virtual Zone, ICS and FIZ companies, VAT-registered businesses and companies with employees. Premium adds senior tax consulting, email support and B2B invoicing.

Transactions a month Lite Business Premium
Up to 10 GEL 180 GEL 315 GEL 675
11 to 30 GEL 315 GEL 495 GEL 855
31 to 60 GEL 495 GEL 855 GEL 1,305
Over 60 On quote On quote On quote

All prices are per month, plus VAT at 18%.

Yearly turnover

I&D Tax Consulting bands its packages by yearly turnover instead, and publishes every price as tax inclusive. Each is a minimum fee, which the firm says may change with complexity.

Package Yearly turnover Monthly fee
START-UP Under 100,000 From GEL 300
STEP-1 100,000 to 500,000 From GEL 500
STEP-2 Listed as 50,000 to 2 million From GEL 800
STEP-3 2 million to 5 million From GEL 2,000

VAT registration and staff

VAT status and staff each add returns. A VAT-registered business files a VAT return and pays the tax by the 15th of the following month, under Articles 167 and 168(1) of the Tax Code.

An employer withholds income tax at 20% from each salary, under Articles 81(1) and 154 of the Tax Code, and files a return on salaries and tax withheld by the 15th of the next month, under Article 153(5). It enters each employee in the Revenue Service’s register of hired persons, under Article 12(3). For employees in the funded pension scheme, it pays a 2% contribution and withholds another 2%, under Article 3(6) of the Law on Funded Pensions.

Tbilisi Expat puts VAT-registered businesses and companies with employees on its Business plan, where 10 transactions cost GEL 315 a month plus VAT, against GEL 180 on Lite.

Individual entrepreneur or company

Legal form changes the work too. Someone registered as an individual entrepreneur with small business status files a monthly return and pays the tax by the 15th of the following month, under Article 93(1.1) of the Tax Code.

A company on the distributed profit model files a profit tax return every month, by the 15th of the following month, under Article 153(10). It also files its financial statements with SARAS, the accounting supervisor, by 1 October of the following year, under Article 9(2) of the Law on Accounting, Reporting and Auditing. Register in Georgia prices the two separately, with individual entrepreneur plans from EUR 25 a month and company (LLC) packages quoted after a consultation.

Asking a Tbilisi accountant for a quote

Do this

I run an LLC registered for VAT, with 25 transactions a month, two employees and GEL 150,000 of turnover last year. What is the monthly fee, is it plus VAT, and what does it exclude?

Not this

Plus VAT or tax inclusive: comparing prices like for like

VAT in Georgia is 18%, under Article 166 of the Tax Code. Tbilisi Expat quotes plus VAT, AGIC’s estimate excludes VAT and I&D Tax Consulting’s prices are tax inclusive. The basis matters most if you are not registered for VAT, because only a VAT-registered person can credit input VAT, under Article 174(3) of the Tax Code.

A freelancer on Tbilisi Expat’s Lite plan therefore pays the VAT on top as a cost, and the first quarter is paid upfront.

First quarter on a GEL 180 plan for a freelancer not registered for VAT

Lite plan, up to 10 transactions, 3 months at GEL 180GEL 540
VAT at 18% on GEL 540GEL 97.20

Paid upfront for the first quarter GEL 637.20

Lite is for businesses not registered for VAT. A VAT-registered business goes on Business, from GEL 315 a month plus VAT, and can credit that VAT as input VAT.

Fees for catching up and one-off work

Falling behind is billed per month or per job, and advice by the hour.

Firm and service Fee
Tbilisi Expat, back-year filing GEL 270 per month filed
Tbilisi Expat, annual tax return for clients not on a monthly package GEL 180
Tbilisi Expat, ad-hoc accounting outside a package GEL 115 an hour, discounted from GEL 225
I&D Tax Consulting, restoring or correcting past records, START-UP tier From GEL 500, tax inclusive
Jara Accounting, bookkeeping restoration From GEL 650
Jara Accounting, financial and tax consultations GEL 300 an hour
AGIC, one-hour tax or legal consultation GEL 500, excluding VAT

Late returns add fines on top of the accountant’s bill. A return filed up to 2 months late is fined 5% of the tax due on it, under the Georgian text of Article 274(1) of the Tax Code, and 10% once it is more than 2 months late, under Article 274(2). There is no fine when the tax due is zero, under Article 274(3). Tax paid late also carries interest of 0.05% for each overdue day, under Article 272(4).

Six skipped months cost GEL 1,620 to catch up

Six months of back filings at Tbilisi Expat's GEL 270 per month filed come to GEL 1,620, against GEL 1,080 plus VAT for the same six months kept up on its Lite plan at GEL 180 for up to 10 transactions. Late filing fines and interest come on top.

What a monthly fee includes

When you choose an accountant in Tbilisi, the cheaper of two quotes is only cheaper if both cover the same returns, the same number of transactions and the same liability for mistakes.

Every Tbilisi Expat package moves liability for filing errors onto the firm, and its monthly declarations are filed to rs.ge before the 15th, with a confirmation sent to the client. Jara Accounting is professional liability insured for GEL 200,000 and covers fines from its own errors found in a tax audit. Register in Georgia’s packages include help during tax audits and dealings with the tax authority, and Georgiafy offers a 100% money back guarantee.
